KATHY JOYAL – Chair, Ralls Island

Kathy Joyal is a long-time resident of Ralls Island in Rural Municipality (RM) of Kelsey. Formerly a driving school operator/instructor, Kathy is now employed by a medical clinic in The Pas. She enjoys country dwelling and has an interest in birds, wildlife and environmental issues.




DAVID CUPPLES – Director, Cranberry

Dave Cupples was born and raised in Cranberry Portage, MB and is a returned “lifer” to that community. He served on both RM of Kelsey Council and Cranberry Local Urban District (LUD) Community during the 1990s. Formerly a tourist campground owner/operator and presently a school bus driver, Dave has a particular interest in tourism.



Gwen Donohoe

A recent graduate from the University of Saskatchewan in Saskatoon with a BA in Agricultural Sciences. Gwen brings to the Board new concepts and a willingness to initiate innovative programs. Gwen has returned to the family farm and is starting a career in beef farming.

Kelvin Dionne    

Born and raised in Wanless, Kelvin currently owns and operates a general store and gas station with his wife Lori. With a background in business, a keen interest in community and sustainability Kelvin’s skills will help to continue to move the District in the right direction.

Neil Scott

Neil moved to The Pas in 1982 from Neepawa to start a beef farm on the shores of the Carrot River and currently operates a 300-cow calf operation. Neil sits on several agricultural boards and committees and has been a RM councilor for nine years. Neil’s familiarity with the landscape and residents will help to promote the District and its programs.


Staff

Shawn Sexsmith – District Manager

Shawn Sexsmith was born and raised in Peterborough, Ontario. He began his career with the Ontario Ministry of Natural Resources working throughout the northern portion of that Province in the field of forestry. An opportunity presented itself to move to Saskatchewan to work for Ducks Unlimited Canada (DUC). This led to an eight-year stay with DUC working in Ontario, Saskatchewan, Alberta and Manitoba as a Research Biologist. His interest in the North, agriculture and the outdoors made the decision easy to move to The Pas in 2000 becoming the Manager of Kelsey Conservation District. He currently resides in the Town of The Pas.


Heather Perchaluk – Financial Administrator

Heather Perchaluk was born and raised in The Pas, M.B. She currently lives in The Town of The Pas with her husband Chris Perchaluk and their two children. They also own land on Ralls Island in The R.M. of Kelsey, and have plans to live on the Island in the near future. Heather enjoys spending time with her family camping, fishing and just enjoying the outdoors.
